Personal Profile

Eng. Muasya is a practicing professional engineer registered with Engineers Board of Kenya (EBK) and a Corporate Member of the Institute of Engineers of Kenya (IEK). He has experience spanning more than 26 years in irrigation infrastructure development and management.

He has demonstrated unparalleled expertise and commitment across various domains, making him a key figure in the sector. He has wealth of experience in irrigation and water storage infrastructure planning, design, construction, and operations management with proven organizational value driven leadership.

Prior to his appointment as the Chief Executive Officer on December 7, 2023, Eng. Muasya was the Acting Chief Executive Officer and the Deputy General Manager in charge of Infrastructure and Irrigation Development Services at the Authority. He previously served in the Ministry of Water and Irrigation and the Ministry of Agriculture as the Superintending Irrigation Engineer and Irrigation Engineer respectively.

He holds a Master of Science degree in Civil Engineering from the University of South Australia and a Bachelor of Science degree in Agricultural Engineering from Egerton University. Additionally, he has taken a Strategic Management Course at Kenya School of Government and a Senior Management Course (SMC) at Government Training School-Embu Campus.

In his career, Eng. Muasya has competently undertaken technical designs for gravity and pump-fed surface and sprinkler irrigation systems covering diversion weirs/intakes piped and canal networks and accompanying hydraulic structures. He has also coordinated and supervised many irrigation and water storage projects implementation.

Eng. Muasya is a charismatic and transformative leader, recognized for his organizational value-driven approach. He is adept at developing strategic plans, work plans, budgets, and policies. His extensive experience includes successful negotiations with government and international development partners for funding projects within the irrigation sector. He is well-versed in international contract conditions such as FIDIC, World Bank, and EU Conditions of Contract.

His dedication to knowledge dissemination is evident in his role as a facilitator. He has conducted numerous capacity building sessions, workshops, seminars, and conferences, contributing to the professional growth of many individuals within the field of irrigation and water infrastructure.

His expertise and experience is valuable to the Authority as it strives to steer the Country towards realizing food security in line with the Bottom-Up Economic Transformation Agenda (BeTA).
